Introduce 'Quotes' area within Invoices Module

The difference between providing an estimate and providing a quote from a businesses point of view is that an estimate is not legally binding whilst a quote is.

Although there is the ability to re-title the estimate forms to be called 'quotes' there is no stand alone 'Quote' area.

Business logic around these documents is:
Estimate > Quote > Invoice

Having each of these areas distinct within the product will allow a smoother journey of being able to service your business customers, see the status of certain customers and report across them an easier experience.
