Remove 'mandatory' setting for Reckon One VAT numbers

As a Reckon One user who has recently registered for VAT, I do not yet have my VAT number. However, I am able to start processing VAT transactions and do want to be able to configure Reckon One VAT settings.

It is great I can now issue invoices with 'VAT number pending', but I cannot yet take full advantage of this change.
