Use Dollar rounding in estimates

currently if you enter a final amount in an estimate lien item, the % is then calculated and the amount entered is changed.  it is better to be able to enter the amount and the % is then calculated based on that amount.  it is also time consuming to try and fix the % to round the actual sale cost.
