Provide a method for users to specify the selected screen shown on login Merged

This would benefit all users, particularly Reckon Desktop users, who currently have to log in, be presented with options that are not used by them and navigate to Reckon GovConnect. Alternatively, create a separate portal for Desktop users so they don't have to click through options advertising online versions of the products they already pay for.
