Single 'global' base URL for API

Allow global developers to access one base URL for the Reckon One API endpoints (currently developing against a UK book requires a different base URL).

Add a setting to allow estimates to be turned on / off

A global function to turn estimates on / off as Estimates are not relevant to some businesses. I realise that the feature can be disabled through permissions. However, I believe that a global setting will be a better user experience.
